Stir in pasta sauce, water, garlic powder, salt and pepper. Let mixture simmer for 5 minutes. 3. In the prepared baking dish, layer cooked pasta, ground beef mixture and Parmesan cheese. Bake for 15 minutes or until heated through and cheese has melted. Serve immediately.
